Mr. Guohua Huang joined AMRO as a Senior Economist in 2025. He conducts regional fiscal surveillance and serves as the fiscal economist for Cambodia and Hong Kong, China.
Before joining AMRO, Mr. Huang was a Senior Economist in the Fiscal Affairs Department of the International Monetary Fund (IMF), where he advised a wide range of countries on public financial management reforms and contributed to IMF policy papers and the Fund’s flagship publication, Fiscal Monitor. He also worked on IMF-supported lending programs and macroeconomic surveillance.
Earlier in his career, Mr. Huang served as Deputy Division Chief at China’s Ministry of Finance, where he worked on treasury reforms, accrual-based government financial reporting, national balance sheets, and government pension liability analysis. He also served as a member of the International Public Sector Accounting Standards Board (IPSASB).
Mr. Huang holds a Ph.D. in Economics and a Bachelor’s degree in Mechanics from Peking University.
