Dr. Ling Hui Tan heads the Regional Surveillance group, which is responsible for the annual flagship ASEAN+3 Regional Economic Outlook and updates. Her team also provides support for bilateral country surveillance.

Dr. Tan is on secondment from the International Monetary Fund (IMF), where she has been a staff member for over 25 years. At the IMF, Dr. Tan worked mainly in capacity development, as the division chief responsible for the macroeconomics training program in the Asia Pacific region, and most recently, as the first director of the China-IMF Capacity Development Center. She also served in the IMF’s Independent Evaluation Office, leading and/or contributing to evaluations of the IMF’s work in social protection, crisis programs, technical assistance, capital account liberalization, and trade policy issues.

Before joining the IMF, Dr. Tan was an assistant professor of international business at McGill University in Canada.

Dr. Tan holds a Ph.D. in economics from Harvard University, a master’s degree from the London School of Economics, and a bachelor’s degree (first class honors) from the National University of Singapore. Her research publications include papers on trade and structural policy issues in various academic journals.
