Dr. Seung Hyun (Luke) Hong is a lead specialist and group head for the ASEAN+3 Macroeconomic Research Office (AMRO), leading a team of economists to undertake macroeconomic and financial surveillance of member countries. His team also provides support for other country economists on fiscal sector issues in their country surveillance.
Dr. Hong’s expertise includes fiscal policy, public financial management, macro-fiscal analysis, and regional economies. As a fiscal sector expert, he has been involved in a wide range of public policy consultations on various fiscal issues for the Korean government and for some developing countries.
Prior to joining AMRO in 2015, Dr. Hong was the head of the Centre for Fiscal Analysis at the Korea Institute of Public Finance (KIPF), a leading research institution on public finance in Korea. He also served as a member of the Korea National Statistics Committee and the IMF’s Government Financial Statistics Advisory Committee. Prior to his career at the KIPF, he served as an assistant professor at a Canadian university and was a visiting scholar at a research institution in Austria.
Dr. Hong has authored many articles and books on fiscal issues in Korea as well as articles on theoretic econometric issues, some of which were published in highly reputable journals such as Econometric Theory.
Dr. Hong received his Ph.D. degree in Economics from Yale University in the US, and his Bachelor degree in Economics from Seoul National University in Korea.
