AMRO Conducts CMIM Workshop for Cambodian Authorities

AMRO successfully conducted a CMIM Workshop for Cambodian authorities at the Institute for Banking Studies in Phnom Penh on August 4-5, 2025.

Led by Beomhee Han, Lead CMIM Specialist and Group Head of AMRO’s CMIM Support Group, the program brought together 40 officials from the National Bank of Cambodia (NBC) and the Ministry of Economy and Finance (MEF), representing various departments, including International Cooperation, Data Management, Supervision, Monetary Operations, Deposit Insurance, Consumer Protection, and Accounting.

Dr. Khou Vouthy, NBC Deputy Director General of Economic Research and International Cooperation, joined the sessions alongside officials from both institutions. The diverse participation across departments fostered greater awareness and collaboration among units that could play critical roles in a potential CMIM activation.

Program highlights

The two-day workshop provided a comprehensive overview of the CMIM framework–starting with the Global Financial Safety Net and progressing to in-depth discussions on CMIM operations, activation processes, and decision-making mechanisms. Participants engaged actively with the technical aspects of swap arrangements, demonstrating strong interest in the operational mechanics.

Key outcomes

The workshop significantly enhanced participants’ understanding of CMIM operations. Engagement was high, with many raising practical implementation questions and appreciating the clear, detailed explanations provided by the AMRO team.

The in-person sessions also encouraged spontaneous peer-to-peer discussions, allowing participants to clarify complex concepts and build connections with colleagues they may collaborate with in the event of a CMIM activation.

The CMIM Workshop represents AMRO’s ongoing commitment to strengthening the regional financial safety net through targeted technical assistance and capacity building across ASEAN+3 member economies.
