Dr. Seung Hyun (Luke) Hong is Group Head and Lead Economist at AMRO, where he oversees the Fiscal Surveillance Group’s team of economists in conducting fiscal sector surveillance of member economies. His responsibilities include developing AMRO’s fiscal surveillance frameworks, providing technical assistance, and supporting country and regional surveillance teams in fiscal surveillance activities.
Dr. Hong’s expertise spans fiscal policy, public financial management, macro-fiscal analysis, and regional economies. As a recognized fiscal sector expert, he has participated in numerous public policy consultations and led research projects on key fiscal issues across the region.
Before joining AMRO in 2015, Dr. Hong was Head of the Centre for Fiscal Analysis at the Korea Institute of Public Finance (KIPF), a leading research institution specializing in public finance in Korea. He also served on the Korea National Statistics Committee and the IMF’s Government Financial Statistics Advisory Committee. Earlier in his career, Dr. Hong was an Assistant Professor at a Canadian university and a Visiting Scholar at a research institution in Austria.
Dr. Hong holds a Ph.D. in Economics from Yale University, USA, and a Bachelor’s degree in Economics from Seoul National University, Korea.
