Wenhua Li

DEPUTY DIRECTOR (CMIM, STRATEGY AND COORDINATION)

Mr. Wenhua Li assumed the role of AMRO Deputy Director on September 27, 2025, overseeing the Chiang Mai Initiative Multilateralisation (CMIM), Strategy and Coordination, Policy and Review, and providing strategic direction for Technical Assistance (TA).

With more than 20 years of experience in international economic and financial cooperation—including a decade in leadership positions in the Chinese central government as well as AMRO—Mr. Li has a strong track record in strategic planning, policy formulation, and team leadership. He has deep expertise in the global financial safety net and CMIM, and proven skills in coordinating complex multilateral cooperation processes.

Prior to his appointment, Mr. Li was Director of the Department of International Economic Relations at the Ministry of Finance of China, leading policy initiatives in ASEAN+3, APEC, and other regional mechanisms. He played an important role in advancing discussions on CMIM’s periodic review, exploring new financing structure of paid-in-capital modes and the establishment of Rapid Financing Facility. He also guided the ministry’s engagement with AMRO, contributing to the development of its Strategic Direction 2030 and other institutional strategies.

From 2019-2022, Mr. Li served as AMRO’s Group Head of Budget, HR, and Support Services, where he led a landmark review of compensation and benefits, strengthened corporate services, and oversaw business continuity during the COVID-19 pandemic.

Mr. Li holds a Master of Public Administration from Nanyang Technological University, Singapore, and a Bachelor of Law and a Bachelor of Economics from Peking University, China.
