Hideaki Hamada

Group Head of Strategy and Coordination

Mr. Hideaki HAMADA was appointed Group Head of Strategy and Coordination at AMRO in June 2025. In this role, he is responsible for leading strategy development, organizational accountability, partnership management, secretariat support to the ASEAN+3 Finance Process, and communications.

Mr. Hamada has more than 20 years of experience in strategy development, policy formulation in multilateral and bilateral finance, budgeting, and legal affairs.

From 2020 to 2025, he served in Japan’s Ministry of Finance as Director and Lead Deputy Director in various capacities, including the Research Office and Legal Affairs Office of the Finance Minister’s Secretariat, the Defence Budget Division of Budget Bureau, and the Development Policy Division of International Bureau.

Prior to that, from 2016 to 2020, he worked at the World Bank in Washington, D.C. and Singapore, where he provided technical and operational support to establish the Southeast Asia Disaster Risk Insurance Facility (SEADRIF), an initiative under the ASEAN+3 Finance Process.

Mr. Hamada holds a Bachelor of Economics from University of Tokyo in Japan and a Master of Public Administration from Columbia University’s School of International and Public Affairs in the US.
