The ASEAN+3 Macroeconomic Research Office (AMRO) is seeking a Group Head to lead the Budget, Human Resource, and Support Service Group.
The successful candidate will be responsible for supervising and managing AMRO’s administrative functions, including budgeting, financial accounting, auditing, procurement, Human Resources (HR) management, Information & Communication Technology (ICT) management, and office facility management, ensuring the smooth and efficient operation of the organization.
S/he will report to the AMRO Deputy Director (Administration).
Job Responsibilities:
- Lead the development and implementation of strategies and policies for AMRO’s administrative functions, including budgeting, financial accounting, auditing, procurement, HR management, ICT management and office facility management, in alignment with organizational objectives.
- Lead and supervise AMRO’s annual budget processes, ensuring its effectiveness, efficiency.
- Lead and supervise AMRO’s financial accounting and auditing, including the submission of the audited financial statements to AMRO Executive Committee.
- Lead and supervise AMRO’s procurement to ensure transparency, compliance, and efficiency.
- Lead and supervise the development and implementation of HR strategy, policies and operations, encompassing talent acquisition, retention and development, performance and reward management, learning and development, payroll and benefits administration, fostering a high-performing and engaged workforce.
- Lead and supervise the development and implementation of ICT infrastructure and applications, ensuring operational efficiency, data security, and technological excellence across AMRO.
- Lead and supervise the management of AMRO’s office facilities to create a conducive work environment.
- Lead and supervise the Personal Assistants’ work to the AMRO Senior Management.
- Strengthen partnerships and coordination with other International Organizations (IOs) and AMRO Working Committee and Executive Committee on Budget, Finance, ICT and HR related issues.
- Undertake any other tasks required by the supervisor or Senior Management.
Institutional Responsibilities:
- Participate in any institution-wide activities, such as AMRO’s internal committees or task forces, as assigned.
- Facilitate training/seminars/workshops to disseminate knowledge to AMRO staff and external stakeholders.
- Perform any other duties as may be reasonably required in furtherance of AMRO’s overall goals.
The candidate should possess:
- An advanced degree in Public Administration, Business Administration, Economics, Finance, Risk Management, Human Resources, or other related fields from a reputable university.
- At least 10 years of working experience in administrative management roles, with demonstrated leadership responsibilities; experience in IFIs, IOs, and/or public sector is highly desirable.
- Extensive and in-depth knowledge and expertise in administrative management, particularly within IOs and/or public sector settings, encompassing budgeting, financial accounting, auditing, procurement, HR management, ICT management, and facilities management.
- Strong leadership and hands-on management skills with a proven ability to lead and manage a multicultural and diverse team in an international environment.
- Proven ability to align administrative functions with organizational strategy and contribute to the overall effectiveness of an international organization.
- Familiarity with international and regional financial cooperation would be an added advantage.
- Excellent interpersonal and communication skills, with the ability to interact effectively with staff and officials of diverse cultural backgrounds across all levels.
- Strong proficiency in Microsoft Word, Excel, and PowerPoint.
- High proficiency in both written and spoken English.
