The ASEAN+3 Macroeconomic Research Office (AMRO) is seeking a dedicated and experienced ICT Specialist (Security) to join the Budget, HR and Support Services (BHRS) Group.

The successful candidate will report to the Group Head of BHRS. S/he will support the Senior ICT Officer to manage AMRO’s cybersecurity operations, ensuring strict compliance, robust protection, and seamless alignment with organizational objectives.

Job Responsibilities:

  • Security Monitoring and Operations: Oversee SIEM and endpoint monitoring, respond to incidents and conduct forensic investigations as needed.
  • Access Control and Validation: Manage and validate access controls for both systems and applications, adopting a zero-trust security approach.
  • Cloud Security Management: Implement and maintain robust security measures for cloud environments, ensuring data protection and regulatory compliance.
  • Disaster Recovery: Execute and test backup and disaster recovery protocols to ensure compliance with organizational recovery objectives.
  • Backup Validation: Conduct security validation of backup processes to meet recovery objectives.
  • Project Management: Drive security-related projects, including automation initiatives to enhance operational efficiency.
  • Vendor Management: Manage security-specific vendors to ensure service delivery aligns with organizational objectives and standards.
  • ITSM Compliance: Monitor and ensure compliance with ITSM processes, aligning with organizational policies and standards.
  • Service Management: Define and monitor security-related SLAs, ensuring service commitments are consistently met.
  • Training and Awareness: Lead cybersecurity awareness initiatives, educating users on best practices to mitigate risks.
  • Collaboration: Work closely with Infrastructure and Application Specialists to validate security measures, ensuring cohesive protection across all ICT domains.
  • Innovation: Drive AI-based security enhancements, adopting advanced technologies to strengthen organizational defenses.
  • AV Support: Provide technical support for audio and video systems, ensuring seamless operation for meetings, events, and other organizational activities.
  • Perform other tasks as assigned by supervisors.

 

Institutional Responsibilities:

  • Participate in any institution-wide activities as assigned, e.g., be an active member of AMRO’s internal committees or task forces.
  • Lead and conduct training or seminars to share knowledge with AMRO staff or external stakeholders when requested.
  • Perform any other duties as may be reasonably required in furtherance of AMRO’s overall goals.

 

The candidate should possess:

  • A bachelor’s degree in computer science, information technology or other related fields from a reputable university.
  • At least 7 years of relevant ICT management experience in public or private sector organizations; prior experience in similar international organizations or government agencies would be an advantage.
  • Deep understanding of current and emerging technologies, coupled with strong expertise in project management including cybersecurity frameworks, risk management, threat mitigation, incident response, access controls, data protection, and compliance with industry standards (e.g., ISO 27001) as well as ITIL, and governance, ensuring their strategic application to meet business needs.
  • Strong communication and teamwork skills, with the ability to collaborate effectively in a multicultural environment.
