The ASEAN+3 Macroeconomic Research Office (AMRO) is seeking an experienced and dynamic Group Head/Deputy Group Head (Lead/Principal Economist) to lead its Country Surveillance Group.
As one of its core functions, AMRO’s country surveillance focuses on two main objectives: (1) monitoring, assessing, and reporting to members on their macroeconomic status and soundness; and (2) identifying macroeconomic and financial risks and vulnerabilities, and assisting members in the timely formulation of policy recommendations to mitigate such risks. AMRO conducts country surveillance through its Annual Consultation Visits (ACVs) and interim visits to member economies and publishes Annual Consultation Reports (ACRs).
This role requires a well-rounded economist with extensive experience in macroeconomics, strong analytical and strategic vision, and proven managerial capabilities. The successful candidate will report to the Chief Economist and lead the macroeconomic surveillance of the member economies assigned to the Group.
Job Responsibilities:
- Lead the planning and execution of the group’s work plan to ensure the quality, relevance, and impact of AMRO’s surveillance work in support of its mission, vision and goals.
- Oversee the macroeconomic surveillance of the member economies assigned to the group and provide policy recommendations on economic and financial matters.
- Supervise the drafting and review of surveillance reports, including ACRs, briefing notes, and other reports.
- Lead ACVs and other engagements with authorities of the member economies assigned to the group.
- Provide thought leadership and direct thematic research on relevant macro-financial issues.
- Present and communicate AMRO’s surveillance findings to diverse audiences, including policymakers, academics, and the public.
- Supervise, guide, and develop a team of economists and professionals.
- Provide analytical and policy support in relation to CMIM matters for the member economies covered by the group.
- Coordinate and deliver technical assistance to member economies.
- Build and maintain strong relationships with counterparts in member economies and other international organizations.
- Assist the Chief Economist and other senior management on strategic surveillance matters.
- Conduct other tasks as assigned by the AMRO Director or Chief Economist.
Institutional Responsibilities:
- Participate in any institution-wide activity, such as AMRO’s internal committees or task forces, as assigned.
- Facilitate training/seminars/workshops to disseminate knowledge to AMRO staff and external stakeholders.
- Perform any other duty as may be reasonably required in furtherance of AMRO’s overall goals.
The candidate should possess:
- A postgraduate degree in economics, finance, or other related fields from a reputable university; a PhD is highly desirable.
- At least 15 years’ relevant work experience, particularly in macroeconomics, finance, and policy-related work, with a strong track record in international or regional financial institutions, or government agencies.
- Deep expertise in macroeconomic and financial analysis, with strong knowledge of the ASEAN+3 region and AMRO member economies.
- Proven experience in leading and developing analytical tools for macro-financial surveillance.
- Additional experience in the following areas would be a significant advantage:
- leading country surveillance or program missions.
- rich experience in debt sustainability analysis.
- coordinating and/or delivering macroeconomic/financial sector technical assistance to member authorities.
- Well-established network across public and private sectors, with strong diplomatic, stakeholder engagement, and partnership skills.
- Demonstrated leadership and management capabilities, including the ability to lead diverse, multi-cultural teams and to mentor and coach staff effectively.
- Excellent command of written and spoken English, with strong presentation and communication skills.
- Experience in responding to media enquiries, participating in media interviews, and presenting to high-level officials, would be an advantage.
