The ASEAN+3 Macroeconomic Research Office (AMRO) has a vacancy in the Fiscal Surveillance Group for an Economist position.
The successful candidate will primarily work on the fiscal sector surveillance of ASEAN+3 member economies and the region, through monitoring and analysing fiscal policies, conducting research and supporting surveillance. The successful candidate is expected to possess strong expertise in fiscal policy issues and related research, macroeconomic surveillance, and excellent communication and coordination skills.
Job Responsibilities:
- Assist the Group Head in the planning and implementation of the group’s work plan in support of AMRO’s overall goals, ensuring efficiency, relevance and impact of AMRO’s surveillance work.
- Be responsible for supporting AMRO’s fiscal sector surveillance of member economies/region including:
- monitoring and analysing key fiscal policy issues.
- supporting country/regional surveillance teams on fiscal issues.
- conducting research on key fiscal issues to support country/regional surveillance.
- providing regular updates to the Group Head on emerging events and relevant issues.
- Participate in Annual Consultations and interim visits and contribute to country teams’ surveillance on key fiscal policy issues; contribute to flagship reports and other reports as assigned by the Group Head.
- Develop work program and conduct research under the guidance of the Group Head.
- Collect and manage relevant data from the ASEAN+3 (ASEAN, China, Hong Kong China, Japan, and Korea) authorities, IFIs, private sector, and other data sources.
- Supervise and guide Associate Economist and Research Analysts.
- Maintain good relations with the authorities and liaise with authorities on relevant surveillance matters between AMRO and its member economies.
Institutional Responsibilities:
- Participate in any institution-wide activity, such as AMRO’s internal committees or task forces, as assigned.
- Lead and conduct training/seminars/workshops to disseminate knowledge to AMRO staff and external stakeholders.
- Perform any other duty as may be reasonably required in furtherance of AMRO’s overall goals.
The candidate should possess:
- A PhD or Master’s degree in public finance, economics, international finance, or related fields from a reputable university.
- At least 5 years of relevant work experience and knowledge in public finance and related fields.
- High level of familiarity with fiscal policy issues of the ASEAN+3 economies or global advanced economies; experience in fiscal policy research and related policy consultation would be a significant advantage.
- Strong analytical ability and capacity to conduct rigorous research.
- Strong familiarity with fiscal data and key third-party economics and finance databases, such as CEIC, Haver Analytics.
- Proficiency in software applications such as Microsoft Office and high proficiency in the application of econometric packages, such as EViews, MATLAB, Stata; proficiency in programming languages such as Python and R would be beneficial.
- Strong motivation and willingness to take initiative and accountability for the accuracy of both data and analyses; Demonstrated team spirit with strong negotiation and communication skills to interact effectively with colleagues and officials from diverse cultures and backgrounds.
- High proficiency in written and spoken English.
